Biography:
Cllr. Powo C. Hilton, Sr: He is a seasoned legal practitioner with over two decades of extensive experience in Corporate and Public Interest Law. He is a Counsellor-At-Law of the Honorable Supreme Court of the Republic of Liberia and currently serves as the Managing Partner of Torch Professional Consultancy, Inc. (TOPCI), where he leads a dynamic team in delivering strategic legal solutions to corporate, institutional, and individual clients.
His legal career spans a diverse range of specializations, including corporate litigation, contract negotiation and drafting, legal policy advisory, environmental law, banking law, and administrative law. Cllr. Hilton has represented high-level clients in complex civil and criminal litigation, advised multinational and domestic institutions, and played pivotal roles in shaping legal frameworks through consultancy engagements.
Notably, from 2022 to 2023, he served as a National Consultant to the Environmental Protection Agency (EPA) of Liberia, where he reviewed SWOT and gap analysis reports and proposed amendments to strengthen Liberia’s environmental governance framework—recommendations that were presented to the National Legislature for consideration.
Throughout his professional journey, Cllr. Hilton has demonstrated proficiency in legal research, dispute resolution, legislative drafting, and strategic legal planning. His work has included negotiating settlements, supervising junior lawyers, and providing expert opinions on critical legal and policy matters. He has also contributed to public sector legal reforms through assignments with the United Nations Mission in Liberia (UNMIL) and civil society legal institutions.
Cllr. Hilton’s academic and professional qualifications reflect a strong interdisciplinary foundation. He holds a Master of Business Administration (MBA) in Finance from Cuttington University Graduate School, a Bachelor of Laws (LL.B.) from the Louis Arthur Grimes School of Law, and a Bachelor of Science (B.Sc.) in Economics from the University of Liberia. He also possesses advanced certifications in Environmental Legislative Drafting (UNEP, Arusha) and Project Planning and Management (LIPA), among others.
In addition to his legal practice, Cllr. Hilton has served as a lecturer in the graduate Business Administration program at the University of Liberia, where he taught courses in Legal Environment in Business and Administrative Law.
